Budget provisos in 2019 House Substitute for Senate Bill 25 mandated that DCF create two working groups, one in Fiscal Year 2019 and one in Fiscal Year 2020, to study the issue of “Crossover Youth” and submit reports to the legislature. Those working group’s reports are below.
