The Gail Finney Memorial Foster Care Bill of Rights was signed into Kansas law in April 2023 in memory of Kansas Representative Gail Finney. Known as a fierce advocate for child welfare and a foster parent herself, Rep. Finney believed deeply that youth in care and those who cared for them should understand their rights. Before passing away in 2022, she authored the legislation, which was eventually renamed in her memory.
